The “Three Connections” mean that the white fur on the neck isn’t interrupted by other colors, the white on the nose connects to the white collar around the neck, and the white on the two front legs also connects up to the white fur on the neck.

However, “Three Connections and Seven Whites” isn’t a standard for judging a Border Collie’s quality. When assessing a Border Collie, you should look at whether its overall body shape is balanced and if its temperament is gentle.
